I would also focus on the “outcomes” rather than just inputs. Just from your TLDR, apart from IndiaFOSS preps, the only “outcome” driven activity was the media campaign via Forklore. I am assuming the reviewing for FOSSHack as done by volunteers.
I am not a big fan of measurable goals but they definitely help in giving direction to work. For example in a company, the “accountability” is driven by customers. If they don’t like your products or services, they won’t pay. For a non profit, the accountability should be driven by donors or beneficiaries. You as CEO should be accountable for these org-level outcomes and then you have to make each member accountable for their outcomes. I am assuming the beneficiaries are represented by the governance board - so either you need to report to them or the donors. If the board has no power (say to extend your contract to next year), then there is no accountability.
Your post clearly shows that there is a lot of work that is needed to bring “structure” to the activities of FOSS United. This is because there is no built-in accountability mechanism to this organisation.
