India Tech Policy Radar

TL;DR - If you come across a tech policy document that feels relevant to FOSS United, please consider telling us about it via this thread.

A lot of things are happening in the Tech Policy space in India and no single volunteer is able to keep up with all of them. Each of our networks might expose us to a specific tech policy activity in India. This thread is an attempt at pooling our different networks to ensure that meaningful tech policy documents are discovered by the broader FOSS United community and give us time to meaningfully respond, if relevant.

For example, a member of our Telegram community made us aware of the Draft IT Policy of the Government of Kerala recently, which we are currently considering submitting a response for. See Comments on Draft IT Policy 2023, Govt. of Kerala - #6 by Shree_Kumar

Would it be feasible to build a “funnel” of sources ? And hopefully then having volunteers looking at things.

TRAI’s consultation papers is an obvious funnel, and a rich one at that. A few are are open for comments - with ample time to submit responses.

  1. Consultation Paper on Encouraging R&D in Telecom, Broadcasting, and IT (ICT) Sectors, Last Date : 07/12. Potential areas of interest : Patents. This talks about both protecting interests of small players and “speeding up” the patent process.
  2. Consultation Paper on Digital Inclusion in the Era of Emerging Technologies. Last Date : 29/12. Potential areas of interest : FOSS in Education. Usage of Linux to provide efficient access to computing
  3. Consultation Paper on Digital Transformation through 5G Ecosystem. Last Date: 11/12. Potential areas of interest : Metaverse, standards, IPR in Metaverse ! Needs a careful reading. Spreading awareness in FOSS groups might be a worthwhile action on this one.
